RK900 is still learning to function in a world that doesn't want him. He's not a deviant in the normal sense, but he has instructions, and he's willing to follow them to any end it brings him. Between commands, however, he's finding out about the world outside of his code, and what it truly means to be alive, more than a weapon.
TLDR; RK900 is undercover as a human detective, being put to use finding and dismantling an android smuggling ring post-pacifist ending. Gavin is being given his last chance, but nobody told him his partner is an android, and it's taking comically long for him to figure it out by himself.
