Izuku wouldn't really call himself a vigilante. So he was doing a bit of hacking, it wasn't like he was leaving the house to catch criminals. Except, sometimes it helped to go check out a location. He wouldn't call it a stakeout, it was more like investigative sightseeing. Though, it turns out criminals will tell you all sorts of things if you market yourself as an underground quirk analyst. It wasn't like Izuku had joined some criminal organization as an undercover operative or anything.

I have no intention (or time or energy) to write this into a fully realized story, but on the off chance that Life someday grants me the space to revisit this concept, I am posting these notes to preserve the inspiration. As cool and exciting as the first Quirks were, some wanted to use their powers for evil, and they plunged the world into chaos. But from that chaos, one man emerged: All as One, a hero with the power to give and take quirks at will. He stabilized the entire world almost by himself, amassing an unstoppable arsenal of Quirks by either taking them from those who would misuse them, or being gifted them by those who were no longer in a condition to use them effectively. And he’s spent the past century or so as Japan’s undisputed number one Hero, saving everyone with a smile. Of course, Shigaraki Tomura had something of a unique perspective on all of that, given that All as One was his dad, and all he wanted was to make him proud by becoming a Hero who saved people with a smile, just like him.
Essentially, this is every "What if X was a villain?" fic taken to its logical extreme. Every Hero is a Villain, and every Villain is a Hero (unless their character is drastically less important than the characters whose backstories they influence, like Endeavor, but ignore him).

A year and a half later, Calem is a rising member of the International Police, specializing in humanitarian conflicts after his experiences with Team Flare. His first mission outside of Kalos is to go to Galar and infiltrate Macro Cosmos, ensuring that the recent situation with Eternatus is properly handled and any other harmful plans are stamped out.
Calem doesn’t expect to stay in Galar long, just keeping to himself and doing some minor investigating, but life always has found ways to turn expectation on its head.
(Or: Calem is a member of the International Police sent on a mission to Galar. This does not go how anyone expects.)
